Page auto scrolls when reply window is open iOS

Temporary mitigated at the following PR, just sync with the latest commit.

Discourse Chat-settings/members can’t scroll on ios/ipados 26.2

I have investigated and found that it is the above PR that leads to this issue, made another PR to fix that issue. Much sorry for that. https://github.com/discourse/discourse/pull/36449 @j.jaffeux @zogstrip
