It didn’t help. I had to set this aside for a few weeks and just came back to it today. I’m really stuck! (I think it might have something to do with the DISCOURSE_SMTP_ADDRESS or DISCOURSE_SMTP_DOMAIN in those settings)

The mail service will provide its own SMTP server address (e.g. Mailgun and Mailjet provide their own) rather than using something on your domain. I can help you diagnose the issue.
