Hi,

I am interested in migrating VB3 to Discourse. I have a good experience in Ruby and Rails and Discourse and I have done it before. I have also written a [tutorial about it](https://meta.discourse.org/t/importing-from-vbulletin-4/54881) Besides that I have made [some improvement](https://github.com/discourse/discourse/commits/master/script/import_scripts/vbulletin.rb?author=mabras) on the migration script.

For the budget, I think 1500$ is fair.
