其他动词（批准、拒绝）适用于处理审查队列的人，而动词“修改”适用于用户。这只是不一致。建议的“带理由拒绝”将确保一致性。

（可能还有其他方法可以将“带理由拒绝”选项与拒绝联系起来。）
