Pre-filled user filter doesn't apply

On the various user listing admin pages, if there is pre-filled content in the filter input, it’s not applied.

Steps to reproduce:

  1. Load the “Users” page in admin.
  2. Enter a filter.
  3. Click on a user.
  4. Hit back.
  5. You’ll see your filter text in the input, but it won’t be applied.

It can also be reproduced by switching tabs in the admin section.
