Uploading the .txt file is easy, but you’ll also need to come up with a way to push/submit new topics to the indexnow api in step 3: How to add IndexNow to your website | Bing Webmaster Tools

Yes, I did manage to get it to work by entering the container, and creating the txt file at the root of the site.
