I am selecting the text I want to quote, then I click on the quote link in the mini toolbar that appears. The quote code appears correctly in the answer, then no quote is shown when the answer is published.

Have you resolved this issue? Does quoting work here on meta? If not then you might want to try another browser - that post by Renato might be a good lead.
