This error happens when the versions of bundler or rubygems are out of date.

Is this a [standard install](https://meta.discourse.org/t/142537?silent=true)?  
Did you perform a command line rebuild?  
Did `git` pull a new version?  
Is git pulling `main` and not `master`?
