Hi Jay,

The `Redis::TimeoutError` problems appear to be caused by a bug in Docker. I’ve just done [a writeup on my findings](https://meta.discourse.org/t/discourse-web-interface-becomes-unresponsive-a-few-minutes-after-starting/76643/11) from another misbehaving machine, which might be useful to you.
