This seems like a good idea that, as near as I can tell, stalled out after quite a bit of work.
Wondering if this is still hanging in a near-done state, or have other changes made it unworkable or moot?

Fast rejection was [removed by recent commits](https://meta.discourse.org/t/remove-smtp-should-reject-discourse-smtp-fast-rejection/389368), there’s more info about why in that and the linked topics.
