# Required review for a rowdy user

A user with TL0 is a member of the trust\_level\_0 group. So if you allow members in that group to bypass approval (approve unless allowed groups), then it does not help to add the group also to `approve new topics unless allowed groups` - trust\_level\_0 is an allowed group.

You could change `approve unless allowed groups` to trust\_level\_1, but that will also affect other users who haven’t reached TL1 yet. I don’t remember a way to force approval for a specific user or group. I think all the settings only allow you to decide who can bypass.
