Restrict specific topics in a category to members only

Looking over your Op statement. If you want those topics only viewable once moved by the Op and say a specific group. If your self hosted there is a Plugin called Private Topics which is only viewable by the Topic Author and a configured group.

Otherwise if hosted your plan would need to include that plugin.
