ゼロから始まるコミュニティであれば、モデレーションや運用が自然に拡大していくものだと想像します。そのため、コミュニティは当初、元のスタッフが最も慣れている少数の言語/ロケールから始め、時間をかけて他の言語に精通したスタッフを追加していくでしょう。コミュニティが当初はまだ十分なモデレーションの人員を確保できていない間は、言語/ロケール/文字セットに関して自身を制限したいと考えるでしょう。
