RFE: Update 🇸🇾 emoji flag from old Syrian flag to new Syrian flag

I updated discourse-emojis to emojis unicode 17.0 which will have the new flag for most cases (and also new emojis):

:distorted_face:

Not visible yet, will be once PR is merged:
