你不需要 API 密钥就可以进行简单的搜索，但我看不出“使用 API”进行简单搜索有什么意义。

也许我误解了这个问题。听起来像是如果 `download remote images to local`（将远程图片下载到本地）开启就不会发生的问题，而它默认是开启的。但也有可能是出于某种官僚原因被关闭了，而管理员这么做了。我认为，没有数据浏览器插件或访问 Rails，解决你的问题将是极其困难的。
