# 向Trust Level 0（仅限）用户发送信息

您好！我们想向所有注册用户发送一条非常特别的消息。我们不能只选择信任等级 0，因为我们有超过 1000 名用户，因此达到了发送消息的限制。所以我们已将消息发送给所有信任等级为 1 的用户，这比什么都没有要好。

不过，如何仅隔离信任等级为 0 的用户，以便也向他们发送消息？我们拥有的用户少于 1000 名。
