Why some of users have got their user-IDs mentioned automatically in Telegram Notifs?

See this screenshot. Why only Rohini gets her username + user-ID mentioned, automatically, but not Pankaj Grover, nor Nishu Chhabra (they only get their usernames mentioned)!! Why what could possibly be wrong with their usernames/userids? [The telegram notifications channel shows 3 msgs, only 3rd/last msg shows the username+user-id, others 2 only show their usernames.] The above is just an example.
