I don’t think it’s a bug. There is a setting admins can use to allow only users that were invited to sign up.

Or a similar setting like

Sign-Up button not appearing on some pages that use Discourse for forums (my example: gimkit creative forums)

Could it also be that allow new registrations is turned off?

Such settings are the reason why it is more helpful to contact the admin of a forum if you have a problem with a specific forum.
