I agree with @riking here you are kind of scope creeping the feature up a bit Sam. We can move the notification around later, since that implies we have to build out Yet Another Notification System..

Here’s what the final(ish) version of this looks like that’s shipping in 1.4.

Control how it displays with the relevant site settings for minimum anon read time (default 5 mins) and minimum anon topics entered (default 3).
