Yup, sorry about this. We had a [bad commit](https://github.com/discourse/discourse/commit/63b7b598cb9cd93e90e447fea24f2f517c2592c5) go out, which [has been reverted](https://github.com/discourse/discourse/commit/531fc1d754df0f12f0cb21f8cf599c25eddca274). Fix should be live on Meta in the next few minutes.
The fatal error happens when you load a topic page directly. Visiting a topic from the topic-list should work ok.

This was likely a bug we had for an hour or so in core, it got reverted: [Revert "DEV: Allow afterFramePaint to be used in tests (#27226)" (#27โฆ ยท discourse/discourse@531fc1d ยท GitHub](https://github.com/discourse/discourse/commit/531fc1d754df0f12f0cb21f8cf599c25eddca274)
If your site is self-hosted, you will need to rebuild.
