Subcategories and Categories with no subcategories don't show views/reply counts

@shapelychops Update: I’ve changed the structure so the custom elements should now always appear – let me know if there is still a problem

The topic-list-after-category and topic-list-before-category outlets are current…ly nested inside {{#unless @hideCategory}} / {{#unless @topic.isPinnedUncategorized}}, so any theme content rendered through them disappears when the category isn't shown (e.g. when viewing a category's topic list). This moves the outlets outside those conditionals so they always render. Known usages in all-the-themes: - discourse-mobile-topic-op-and-last-reply - md-topic-list-mobile - md-topic-list - discourse-redditish-theme
