How Suggested Topic does it work?

On the bottom each post there will be 1 list of topics. I noticed that most of the articles here are not relevant to the current topic, so the number of clicks for related topic is very low. So how Suggested Topic does it work? Cut the string from the title, or from the content of the current post. I have come across the SQL code but have not seen such queries.
