Would be great if we can add permissions to certain tags - eg, Topics tagged with certain tags are only viewable by mods or TL0 etc

This will not be happening, as security is tied to categories. Adding tag security would make tags heavyweight like categories.

It would be nice to have but no problem if it will cause issues.
