I think that will be because you’re not in the allowed-groups.

I think summary is outdated should show up even if you have no rights to create one… @Roman ?

It does, but as of this second, it does not include this reply…

Clearly subject to change… we like clicking the summary button, and we have special permission that lets us (staff) generate the summaries.
