ユーザーにモデレーションを付与してから一時停止すると、一時停止解除オプションが表示されますが、一時停止解除するとエラーが返されます

Reproduction steps are as follows (admin user level required):

1. Suspend the user for any reason / time.
2. Grant the suspended user moderation.
3. Attempt to press “Unsuspend” , this action will return an error:
   
   

There is no practical reason why you would give a user moderator after suspending them, so that’s basically why this bug is still there.

If you try to reproduce this issue with silencing instead, it will let you proceed instead so I’m not sure why this happens.
