Is it difficult to organize the integration of the “Topic” for broadcasting with the installation of code to EMBED on any php site.

Not sure I follow. You want to embed a list of topics in another website? Is that it?

Yes. To be able to build a theme on any website.  
But when generating the embedding, you can choose which users to display on the Website, on the forum to display all messages.
