Okay, I think I’ve got it. The setting is not a site setting, but it seems to be a theme setting. Look at the themes that are the default (e.g. Foundation/Horizon), it should be in there.
This might be part of [this recent update](https://meta.discourse.org/t/themeable-site-settings-are-now-available/374232).
