Does this mean the core software has been updated?

Exactly. It means that a new version has been deployed to your instance.

Thank you. Which leads me on to:

Is there something I can subscribe to that tells me that this is going to happen and a list of changes that have been or are about to be made?

Not so essential for bug fixes, but for other changes and enhancements it would be very useful to know this ahead of time.
