Why is there a 'New Topic' option in the composer menu when creating a topic?

Currently, when creating a new topic and opening the composer menu as a regular user you can see what looks like an option to create a new topic: [7357f32b9d27a7961a706aad4a8bde5531c8e3c2] Ignore the current accompanying description about ‘linked topic’, it should be fixed by 'New Topic' menu option has wrong description I think it’s intended to show you the current ‘mode’ the topic is in.
