I am not sure “[Creating a link to start a new topic with pre-filled information](https://meta.discourse.org/t/compose-a-new-pre-filled-topic-via-url/28074)” for replies is a good idea. If a user wants to reply to a topic, they just click on reply button, asking them to visit a new URL for replying does not feel intuitive IMO.
