The mute tag fucntion works normally elsewhere but not in the Hot sorting.

I think I can repro this on my test site:
- Go to `/hot`
- Select topic and add tag
- Ensure topic notification level is ‘normal’
- Go to tag and mute
- Return to topic list
**Expected:** Topic should no longer be visible
**Actual:** Topic remains visible in list

Just in case, there is a setting `remove muted tags from latest` that would affect the behavior on Latest so maybe it might affect Hot as well?
