Individual users can set their interface to arabic under [Discourse Meta - The Official Support Forum for Discourse](https://meta.discourse.org/my/preferences/interface), which can be enabled with the site setting `allow user locale`.

If you are asking for site where you are the admin, you can set the default language to arabic in the site settings under `/admin/site_settings/category/all_results?filter=default locale`

You set the site language as the first step in the setup wizard which runs after you install Discourse.

Discourse is full Unicode, so infinity languages. Except those that aren’t currently represented in Unicode.
