Are we just talking about the mouseover helper text? I think it would make sense to follow the example of the reply button right next to it in the topic timeline, and use it to explain what will happen if you select the button in a few words. E.g. “Set your notification level for this topic”.
Yeah, this is a tough conundrum. I think + Tracking is a good compromise for this spot.
