Translating only user facing strings

What is the best way to identify the translation strings that are user facing. In our case, we would prefer to keep the admin interface in English, but public interface and inline moderation stuff translated. This will minimize the effort of translation.

Also, is there a way to select a different locale for the admin interface from the public interface?

I’m afraid there’s no rule of thumb here. Your best shot at it is to translate strings whenever you seen one that hasn’t been translated yet…

Which means there will be many phrases that would be shared in both public and admin pages. If so, half cooked admin interface would look ugly. Only if there was an option to choose a separate locate for admin interface, I wish.
