I’m preparing a PR for this right now (but vagrant box download [is slow and keeps failing](https://meta.discourse.org/t/vagrant-up-fails-with-http-2-stream-1-was-not-closed-cleanly-internal-error-err-2/54796)).

As it turns out, moving the _Admin Quick Start Guide_ probably isn’t desirable, because it [specifically invites to submit a pull request to improve the guide](https://github.com/discourse/discourse/blob/d46b0a72518511e9d7e230e7076434b1ec1f4f57/docs/ADMIN-QUICK-START-GUIDE.md#need-more-help). In this case, however, it might be better to _not_ create this as a topic itself, but rather create a translatable topic which links to the guide.
