Since I upgraded my Discourse instance, users have been receiving messages in English:

That [message isn’t translated](https://www.transifex.com/discourse/discourse-org/translate/#fr_FR/core-server-yml/146652607?q=key%3Awelcome_tl1_user) anymore. You can head over to Transifex and help improve the French translation. If you translate it there, it will be included in the next beta release.
