How do we enable the translator plugin?

When we tried to rebuild the app last month with Discourse translator plugin, it failed with this line  
ERROR: relation “idx\_on\_topic\_id\_locale\_70b2f83213” already exists

we had to remove the translator plugin.

This time, it’s failing with  
ERROR: could not create unique index “idx\_on\_post\_id\_locale\_0cc3d81e5b”
