OMG。気が狂うかと思いました。

```plaintext
DISCOURSE_S3_SECRET_ACCESS=xxx

```

ではなく

```plaintext
DISCOURSE_S3_SECRET_ACCESS_KEY=xxx

```

を持っていました。
