So if you restore a backup, and do not rebake, then you will see broken images on your site. Rebaking is required in order to regnerate those optimised images. Discourse will take care of that automatically when you restore a backup.

I restored Discourse from a backup about 4 weeks ago when I moved it from an old Ubuntu 16.4 LTS droplet to new one running Ubuntu 24.04. I did not do a manual rebake.
