Depending on the community this could work. This plugin is broken. However it was designed to do election polls. I imagine if someone(s) wanted to sponsor getting this functional/updated could be a good base. Though instead of maybe a a TL4 user to instead use for category moderators. From a quick read over this plugin does not upgrade a user so some manual work would need to be done.
