`PANIC: could not locate a valid checkpoint record`

データベースが破損していると思われます。バックアップから復元するのが最善だと思います。Discourse はデフォルトでバックアップを作成するのではないでしょうか？ `discourse/shared/app/backups` またはそれに類する場所を確認してください。
