Unable to load notifications at this time

When using SSO and no default welcome message, new users get a “Unable to load notifications at this time” when they click the icon for messages. All new users on our platform, using SSO, click that and get that message.

If you send them a PM, or their first notification, it clears and shows a notification but the default should say something like “You have no notifications at this time”.

This is a legit bug, we now treat “zero notifications” and “something went wrong” as the same thing.

@techAPJ can you have a look a splitting this?

The better fix would be for SSO people to get the new user welcome PM, to be honest… they are already missing that.
