The post is also hidden if multiple users flag it [Understanding post flags in Discourse](https://meta.discourse.org/t/what-happens-when-you-flag-a-post/275). If a site has a problem with a lot of spam users at tl1 they could change how easy you reach tl1. Or they change how easy a post is hidden
