# Unlock Trust Level downgrades user from TL2 to TL1

If I unlock the trust level for a TL2 user, he is downgraded to TL1. Is this the expected behavior?

Screenshot of the log shows the unlocking and then my changing the user’s TL back to 2.

That would be normal if they don’t have all the requirements for TL2.
