By phantom unreads, you mean there isn’t actually anything unread, just a wrong count?
I have recently seen cases of the opposite on multiple discourse instances: there definitely were unread messages, and the count was right, but the “unread” page just didn’t show them.
That sounds like a different bug than what is being discussed here, but my bug report got closed as a duplicate of this.
