I think a similar request has been made here:

Update docker manager first instruction in admin/upgrade section

When entering the admin/upgrade section for the first time to upgrade, the update all or any upgrade button will not be clickable except for the docker manager. There is no information on those pages on why the upgrade buttons don’t work, this process could be more user friendly and just show a message “update docker manager first”
