### 原因

- マイグレーションで「vector」拡張機能のアップグレードを試みます。
- マイグレーションを実行するPostgreSQLユーザー（例: discourse）は、拡張機能の所有者である必要がありますが、実際には別のユーザー（多くの場合postgres）が所有しています。

### 解決策

- 所有者としてデータベースに接続します。
- 所有者としてアップデートを実行します。
