You have a theme that’s broken. You probably want to start with a new theme and start from scratch.

Hmmm…. I go to Themes & Components → Default Theme → Custom Code and delete all customization in Common → Before Header:
But now I don’t see either the banner or the top menu:

I would create a new theme and use it instead of the old one.
There’s more code in those other tabs (CSS, <head>, etc). There’s a chance you want some of it, so creating a new theme and using it, and/or installing a new default theme is what you want to do.
