да, они используют Discourse. Это просто правило, а не настройка сайта. На мой взгляд, они добавляют [примечание к пользователю](https://meta.discourse.org/t/discourse-user-notes/41026), чтобы знать, сколько времени прошло с момента последнего изменения.

И да, полгода для меня тоже звучит разумно, в отличие от двух лет.
