The [house ads](https://meta.discourse.org/t/house-ads-in-the-official-ad-plugin/116715) feature of the [discourse advertising](https://meta.discourse.org/t/discourse-advertising-plugin-ads/33734) plugin allows you to exclude groups from seeing those ads. Maybe you can use that for showing ads instead of hiding the versatile banner based on the users groups.
